Windows 10: Action Center not working in Windows 10 1809

In Windows 10 1809, if the 'Let apps run in the background' is disabled, the action center does not work at all, and users don't even get notifications about new emails in outlook 2016,

The problem started only in build 1809, in previous builds we did not have such problem, we did not change our group policy,

We don't want to allow the 'Let apps run in the background' setting, but we want the action center to work like it used to work in previous builds,
Is there a way to fix the action center and still prevent apps from running in the background in 1809?

In Windows 10 1809, if the 'Let apps run in the background' is disabled, the action center does not work at all, and users don't even get notifications about new emails in outlook 2013,

We disable the 'Let apps run in the background' by design via group policy,

The problem started only in build 1809, in previous builds we did not have such problem, we did not change our group policy,

We don't want to allow the 'Let apps run in the background' setting, but we want the action center to work like it used to work in previous builds,

Is there a way to fix the action center and still prevent apps from running in the background in 1809?

Anyone know if Microsoft are working on a fix to this behavior?

I already submitted a feedback on the Feedback Hub, but did not get any update,

Disable Action Center in Windows 7?

Unfortunately that doesn't disable Action Center, all it does it cause Acution Center to bitch about the Security Center service not running.

Action Center seems to be a different beast from Security Center...

And telling it to not display any messages gets it out of the way, the same way disabling the icon in the suggestions above does, but Action Center is still enabled and running.

Unfortunately it did not solve the problem,

if the 'Let apps run in the background' setting is disabled the Action Center is not working on 1809, it also happens with clean installation,
