Windows 10: Action Center stopped working after 1809

So I just realized that I am not getting any notifications, I check with several programs and with Notifications Visualizer app from the store.
The weirdest thing is that the speech bubble icon shows the notification count correctly but no notification sound or toast is displayed when the notification arrives and on top of that, after opening the action center itself, the notifications don't appear in the list, it's completely empty.

I tried to create a new user and without even restarting the pc, I just logged off and switched account, the notifications work on the other account.

Focus assist is disabled, I double checked.

Do you happen to know any way to reset the action center?
The event viewer lists:

Toast with notification tracking id 46 is being delivered to 58300WindowsNotifications.NotificationsVisualizer_8rkfj2ay7vd1w!App on session 1.

58300WindowsNotifications.NotificationsVisualizer_8rkfj2ay7vd1w!App looks like an app, maybe reinstalling it could fix the issue?

To stop action center notifications, I suggest you to follow the steps given below:

  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.
  
• 
  Click on turn system icons on or off.
  
• 
  Turn off action center.

Action Center in Windows 10 frequently stops working

I ran through your list to fix the same problem on my Windows 10 system. On mine the action center freezes each time a new message comes in. Also as a side note, all items you stop on give a note up above the icon. When hovering over the action center
the new notification flag comes up over the action center icon and flashes to where it is very difficult to read the no new notifications or new notifications. When the icon is lit up and the new notifications flashes you can't get into action center and occasionally you
can't get the start menu to work either and have to rely on a black pull down list that pops up only at that time. After going through all your steps my action center still does not work. I really don't want to back date my machine to last December 2015 as
others have done from my current setup as of 7/20/16. Any help would be appreciated. I would have thought with this screwing up so many machines there would have been a fix on this by now in one of your many updates.

 

Windows 10 Action Center Not Working

My Action Center suddenly stopped working and was unresponsive to clicking the taskbar icon or swiping. I checked, and it was turned "on" in settings. I followed a variation of
Step1:

1) turn action center "off" in system settings;

2) restart computer;

3) turn action center "on".

That fixed it.
