Windows 10: Activation failure after Windows 10 downgrade: Error code 0xC004F034

Hi everybody. I recently loaded a previous image of Windows 10 onto my laptop (v1709). It's the version I used to activate Windows 10. I later upgraded to the current v1903. I "downgraded" back to the previous version for testing purposes - the Windows Spotlight feature seems to have stopped working after the upgrade.





The activation troubleshooter comes up with nonsense: It says I need to install Windows 10 Pro for the laptop running Windows 10 Pro and registered with a Windows 10 Pro license:





I made no hardware change whatsoever. The laptop appeared as activated on v1903. I'm currently unable to test the Windows Spotlight feature on v1709 since Windows demands the laptop be activated. Does anyone have a clue why this is happening?

This error code is usually caused by a problem with the product key. For better assistance, we would like to clarify how you got the Windows 10 Pro? Is it supplied by a company?

As an initial troubleshooting step, we suggest that you run the Activation troubleshooter and try activating Windows 10 Pro again. To run the Activation troubleshooter, follow these steps:

• Click the Start button and select the Settings
  icon.
• Choose Update & Security from the list.
• Select Activation in the left pane of the window.
• Click Troubleshoot.

If your Windows 10 Pro is supplied by a company, we recommend that you get in touch with your organization's support for assistance with the activation.

Windows 10 activation error code: 0xC004F034

Our company is using a volume license for Windows 10 Enterprise. For some reason, our key won't work on a few machines. The error code is 0xC004F034. It also states that there was a hardware change and that is a reason it won't activate. We haven't made
changes to the hardware.

We are getting about 20 laptops ready to be deployed and 2 won't accept the key. We tried a different key as well and still the same error. Any suggestions?
