Windows 10: Ad or Popup

I have of late a green box in the lower right corner of my display obscuring my icons. It is transparent in the sense that if you click it, you will click the icon under it. In the box is the information "VOTING MATTERS Progressive turnout project TURNOUTPAC.ORG". It remains there during reboot, and is also present on my wife's username. I have tried turning off all notifications in both Windows and Chrome. I looked at the registry, but I probably wouldn't know is something is out of place if it was.

This is maddening. Any help would be greatly appreciated.

I would give the other 3 options mentioned in the first guide:

• STEP 3: Use HitmanPro to scan for malware and unwanted programs
• (Optional) STEP 4: Reset the browser settings to their original defaults
• (Optional) STEP 5: Double-check for malicious programs with Zemana AntiMalware

And I would start with Step 4, resetting your browser
