Windows 10: Adding a Language without Downloading a Language Pack

Recently, I added Japanese language through Settings to my Windows 10 PC in order to be able to write in Japanese. Unfortunately, it also started to download its language pack. I managed to stop it using task manager by stopping Delivery Opimisation process. I was in a limited data connection and I also marked my connection as metered. I'm running Windows 10 version 1803 build 17134.


The question is, how can I add a language without my PC automatically downloading its language pack? I only want to type in that language, not displaying my PC in that language. I was planning to add more language for my job (a translator). And why is the Language section removed from Control Panel, where people can add a language then decide whether to install its language pack or not? I know it's for consistency and migration to Settings app , but please don't remove this useful option.

Speech language pack is not download!!

• When you say Language pack it not downloading, do you receive any error message?
• If yes, what is the error message?

There are few languages that windows 10 has pre installed in the system itself, I suggest that you check these languages and locate the language that you want to install. Follow the steps below to locate the language.

• Click on the Start Menu, locate and select Settings.
• Click on Time and Language.
• Locate and select Region and Language.
• Click on Add a Language.

If you cannot find the language there you can download a language pack for Windows 10 from the link below:

Language pack not downloading

• What troubleshooting steps have you tried so far?
• Have you tried restarting the download? What was the result?
• Were the language packs downloaded on the same day?
• How are you downloading the language pack?

Trying to change display language but "No language pack available"

I understand that you are unable to download the English language pack.
I suggest you to follow the steps provided below to download the language pack.

• 
  Press Windows logo key + X key.
  
• 
  Click on Control Panel.
  
• 
  Double click on Language.
  
• 
  Click on Add language.
  
• 
  Double Click on English language.
  
• 
  Click on options on right hand side of the English language pack.
  
• 
  Click on Download and install language pack.
