Windows 10: Adjust USB selective suspend setting

Discus and support Adjust USB selective suspend setting in Windows 10 Drivers and Hardware to solve the problem; I think this is a long shot but here goes....     I think this is a long shot but here goes....

    I know how to turn off/on the "USB selective suspend setting". I actually don't mind that it is enabled however what I find annoying is when my external 'wakes', a window pops up showing all of my files on the external as if I just plugged it in for the first time. Is it possible to stop this popup window?

    In Windows 8 when I plugged something in for the first time, I got a popup asking what I wanted to do with it. I didn't get that option with W10

    Windows 10 USB ports reset/drop/restart - causing wifi drops internet connection

    Try this: edit your default/current power plan and disable selective suspend.

    Power Options->Advanced Settings->USB Settings->USB Selective suspend setting.

    If I set USB Selective Suspend to DISABLED - Do the USB ports continue to be powered when the laptop is switched off or am I working the wrong way round ?
