Windows 10: admin error system 5 ( how to resolve)

To resolve this issue here it is in a few easy steps

firstly id like to say i've dealed with this issue and microsoft couldn't help me even when they have tried and i had to resolve it on my own.


this is a common sense issue so here it is.

-download Norton security scan by going to this link and downloading the installer

-open the installer and click accept

allow it to install and wait


-once finished and you have purchased the appropriate license for your needs open Norton power eraser but going to scan and then Norton Power Eraser


-click on allow once the screen promp appears and then your all set,

the application will scan for malfunctions then ask you to restart, click on restart now and your good to go.

  There is an Active Directory replication problem.
  

I suggest you to Run the Command Prompt as Admin and check if it helps.

  Press Windows +X.
  
• 
  Select Command Prompt (Admin) and try typing the command check if the issue persist.

This error message MSOMLED.EXE -System Error (the program can't start because AppVlsvSubsystems64.dll is missing from your computer. Try reinstalling the program to fix this problem). Occured whe I was asked by TOWER Products, in an email to click on a file
download.

The instructions were:-

How to install Tower’s Label Templates in Microsoft Word 2007/2010:

• Step 1: Download this setup file:
  CLICK HERE.
• Step 2: Double click on the file once downloaded.
• Step 3: Type in the password: Tower.
• Step 4: Double click on Tower Labels Word 2010 Updater.exe
• Step 5: Click install.

Please advise me how to resolve this issue.
