Windows 10: Administrator log in issues

I am trying to update some settings on my windows10 computer and when it asks for my credentials I put in the correct password I know it's correct because when I go to my users I set the password and I've double checked that I have entered in the correct password-multiple times but every time it says that the credentials are incorrect. I've tried restarting and no go. I've tried making sure that the account is not disabled and no go. I've tried resetting the password and run into the same issue. I'm at a loss as to what to do and how to fix this issue.Any and all input would be helpful.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Log into Windows 10 as The Administrator, not the Local Administrator

I request you to enable built-in admin account and create a new account with all admin rights.

Steps to Enable Built-In Administrator account.

• 
  Press Windows key + X.
  
• 
  Select Command prompt (Admin).
  
• 
  Type “net user administrator /active:yes”.
  
• 
  Once you’re done, you can access your built-in administrator account by logging off your current account anytime.
  

Refer to the steps below to create a new User Account:

• Go to Start menu and then click on Settings.
• Choose Accounts and then select Other User Accounts towards the left.
• Select Add an Account.
• Enter a user name and press Next.
• Click on Finish.
• Sign out from the current Account and Log into the new account.
• Check if issue persists.
