I am the only user on my PC, and I am listed as the administrator. When I try to delete some files, or change from read only, I receive the message Administrator privileges required. I've read and attempted several suggested ways to do this from other users; none have worked. How do I really obtain administrator privileges?

    :)

    Hi! Robert

I'm Marvin an Independent Advisor, and I will help you with your issue.

Try with these steps, I think this will help you.

    1. Press “Win+R” keys and this will open a Run prompt.

    2. At the run prompt, type lusrmgr.msc and then click OK.

    3. Now Local User & Groups Panel will open. Click on Users in the left column to display a list of all user accounts currently in your Windows installation.

    4. Right-click on the Administrator account listed in the center column and select properties.

    5. In the Properties box, type a name for your Super Administrator account and make sure that the field "Password never expires" is enabled (checked) and "Account is disabled" disabled (unchecked).

    6. Click on OK to create the new account.

    7. To set the password, right-click on the Administrator account again and select "Set Password".

Now when you restart your computer or sign out of your account you will have an additional account displayed for the Administrator.

If you still having problems with this, I will be around to help you.

    Regards.

Settings can't be opened using the built-in administrator account

    Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
    Cheers
