Windows 10: Afrikaans language keeps re-appearing

Windows 10 has a bug where Afrikaans keyboard keeps re-appearing after being totally removed.

Install Afrikaans language on the computer

For better clarity, please let us know:

• When you say, “How do I go about to install Afrikaans on my PC” do you wish to install Afrikaans language pack on your computer?
  

If you wish to install Afrikaans language pack on your computer, refer the steps mentioned below:

1. Press Windows + I, to open
   Settings.
   
2. Click on Time & language.
   
3. Click on Language and click on
   Add a language.
   
4. Type Afrikaans in the search bar, click on the
   Afrikaans language pack and click on Next.
   
5. If you want to make Afrikaans as the Display Language, select the checkbox for
   Display Language and click on Install. Else, just click on
   Install.

Unintelligent question :

In my case, being English and Afrikaans speaking, resident in South Africa:

How do I go about to install Afrikaans on my PC .

I have Office 365, with valid licence .

Cannot download Afrikaans Language Pack

I went to language preferences and added Afrikaans, It then showed language pack available, I then clicked on options and selected Download on the language pack, but it only shows the progress bar and disappears showing the download button again.
