Windows 10: After Fall Creators 1709 update Cellular and Ethernet problem appeared

The Verizon WWAN connection works if no Ethernet present and Wifi is off.
Plug in Ethernet cable (static or dhcp to non internet router) and the Cellular connection changes to private so we lose internet. If I turn on wifi and connect it to a non internet router - then the Celllular connection is used. We need to keep wifi off though.
How can I prioritize the Cellular over Ethernet when wifi is turned off? The setup is Panasonic toughpad connected to Verizon for wireless messaging to a server, while connected via Ethernet cable static IP to router that has a private netork to a phone. This worked up to the 1709 Creator's update. How can it be made to work again?

I have the same problem after Windows 10 1709 Fall Creators Update.

 

Lost Internet access via Cellular SIM card on dual-homed computer with Win 10 FCU

I keep my Windows 10 Pro computer connected to two networks simultaneously: an Ethernet connection to the LAN which has no Internet access; and a SIM card Cellular connection to the Internet. This configuration worked well until I installed the Fall Creators
Update.

After installing the FCU, I can EITHER connect to the Internet via the Cellular SIM card, or connect to the LAN via the Ethernet connection. I lose communication with the Internet when I enable both networking interfaces.

Currently Windows 10 Pro 1709 16299.192

Am not using BitLocker or any other disk encryption. Have no VPN installed. Use only Windows Defender for malware protection.

Have fully updated all drivers via my manufacturer (Lenovo).

Have edited the registry to set both 3G & 4G to NOT be metered connections (did not help).

Have set Cellular Interface metric to 10 and Ethernet Interface metric to 20 (did not help).

How can I regain use of both these networking connections when both are enabled?
