After update to 1803 I can't log in to 2nd administrator account

Hello, I just recently added a second SSD to my computer and installed Windows 10 64 bit to that and set the computer up for dual boot. That all went fine, except for the nightmare of having to provide an email account with Microsoft, which I had, but kept getting told it was already taken...So sfter giving up on that I created yet another email account that I don't want just so I could finish the install. I also gave it a PIN.

Upon logging in for the first time I got to the login screen with my new email address as the user name. So, I logged in with my new PIN and got to the home screen. I then went into lusr.msc and created a local account named xxxx (my email account without the trailing numbers I use in it) and added it to the Administrators group, it was already in the Users group, so I left that in there and created a password for it. I then exited lusrmgr and shut off UAC control for that account and restarted the computer. It came up with just my first Microsoft account and other. When I chose other and typed in the name (correctly) and then the password it said user name and/or password was incorrect...after a few more tries, I decided to see if I did something wrong and went in with my Microsoft account, back into lusrmgr and the account was there, and properties confirmed it was in the proper groups. I reset the password in case I mistyped it, and restarted with the same issue.

I then went into lusrmsc and found the built in Administrator account was disabled, so I enabled that and gave it a name, ArKay99, exited lusrmgr and restarted (I wanted to see if I had to enter new users with that account. When the login screen came up it had both accounts showing, my Microsoft email account and ArKay99. I selected ArKay99 and hit enter and got in (no password), I changed a few policies to enable it to run Edge, as I couldn't get it to do what I needed, and started surfing in an effort to find out what was wrong. while this was going on I was booting back to my Win 7 install and noticing chkdsk wanted to run on the Win10 install drive. I didn't let it because I know what chkdsk can do. After a few iterations of this I used my Win 7 install to discover that Win 10 never shuts off by default, and only goes into deep hibernation and on dual boot machines that causes the chkdsk issue. So I went into the power app made the changes, but had to let chkdsk run. It made a 468 meg partition on my Win 10 drive, but stopped trying to run after going back to Win 7.

Then I started back in Win 10 with the ArKay99 account and was notified that 1803 was available. I thought it might be a good thing to get the upgrade with the possibility it might fix my problem.

After the upgrade I came up to the login screen and when I went to go in with my ArKay99 (Administrator account with no password) it wasn't on the screen, so I went in with my Microsoft account and found that the Administrator account was disabled, so I then enabled it and restarted. It was back on the login screen but wouldn't let me in saying the password was incorrect. So, I went in with my Microsoft account and created a password for that in lusrmgr and restarted and was able to get in that way. However, what I did was to create a second local Administrator account so I didn't have use the builtin account, but that account and my other rkeay account don't work, as in they don't show on the login screen and when entering the info using other, I get the same message that the password or account name is incorrect and to try again.

So, now I have a Microsoft.com account, that I don't want to use, and an ArKay99 account that is the built in Administrator account that I don't want to use (because of the restrictions on that account), and for some reason, any account I create in lusrmgr is not addressable by the login app...it either doesn't see it, or can't find it.

One last thing, I noticed. If I change the ArKay99 name (it's the Full name component of the account) to ArKay9-9, the changes don't show up on the login screen. If I disable the ArKay99 account in lusrmgr it still shows up on the login screen and works fine. If I go into the User directory I can see a separate profile folder for Administrator and ArKay99 and my xxxx account with the numbers, but no ArKay999, I assume it's because it was never really created, because I could never log in.

So....what do I have to do to get the ArKay999 account to work so I can login and work with my computer and put the Administrator (with Full name ArKay99) back where it belongs and disabled, only to use in some 'emergency'?

    :)

Settings can't be opened using the built-in administrator account

    Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
    Cheers
