Windows 10: All essentials program seems corrupted after windows reset

Got infected with a virus somehow that makes me unable to open exe files and some other files mysteriously removed. So I ran a system reset, keep my personal files, and reinstalling windows locally since its a laptop, it comes with a built-in OS.After the reinstall, i ran defender and found out there are 4 virus detected remaining. Since then I blocked it and defender doesn't seem to detect any virus. But all my exe files are still "corrupted". Task Manager can't be opened directly via right-clicking the taskbar, and I need to go directly to system32, and then "run with administrator" to mak

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
