Windows 10: ALL icons missing...from entire system...!

Yes the Local folder does open

 

Go all the way to the bottom and look for "IconCache.db".
Delete that file. Did it work?

 

no such file exists...! Maybe that's the whole problem...?

 

In File Explorer, make sure of this setting:
On top, press View -> on the right press the Options button
Press the View tab on top
Select "Show hidden files, folders, and drives"
UNcheck "Hide extensions for known file types"
Press Apply and press OK

Does that file show up or not?

 

Ok, right click in that folder and select New -> Text Document.
Does the file get created?

Hi. I have a similar problem that I posted about in this thread.
No icons in any new Win10 user account

My situation is a little different, the details of which are described in my post at the link above. In a nutshell, the Administrator account is fine but all other accounts that exist or I create have NO icons on the desktop or in any folder. I have tried rebuilding the icon cache file as well, with no luck. Maybe we have the same or at least a similar problem. Let's watch both these threads and hope for a solution as I am totally stymied by this.

type this in the address bar above: C:\Users\[YOUR USER NAME]\AppData\Local\IconCache.db

replace "[YOUR USER NAME]" with your user name.

press enter.

What happens?

 

I have 4 accounts on this machine - Administrator and 3 others. I went into all 4 of them to Users/USERXX/AppData/Local and created a new text document in each one of them. I think you are trying to determine if there is a permissions problem? I do note that in one account the size of IconCache.db is 0KB. In the other 2 accounts with the problem, the IconCache file is 10KB, and in the working Administrator account, the IconCache file is 32KB. Composite screen shot showing this attached.

Note that I accessed these folders and added the new text document from the Administrator account - I did not log into each of the accounts (because I have some other stuff running in the Administrator account that I don't want to interrupt. This method of access to the other accounts to make the text document may invalidate what you are testing for... Please let me know if this is the case and I will log into each account and try it that way tomorrow when the process I have running is complete. Thanks !

Also, I don't mean to hijack UnclePine's thread so please excuse if this is overbearing. I just think there may be a common solution to what we both are seeing.
