Windows 10: All my games are stuck at 60 fps

As you can tell from the title, all my games are hard stuck at 60 fps for some reason. I can see them sometimes spike to higher numbers but something is locking them down back to 60 fps. I've also done all the common fixes, V-Sync off, GeForce not locked to max frame rate, NVIDEA control panel doesn't have V-Sync on or a max frame rate, my monitor is at 144 hz, I turned off variable refresh rate, and I don't have anything in the background running that would lock the fps. I've reinstalled the graphics drivers multiple times and my fps used to be at 144 prior to a week ago but I went on a trip

But I mean those games can easily run in 150+ fps when I am playing fullscreen in window. I mean my fps are just stuck at 60

How can you tell those games can easily run in 150+ fps when you are playing fullscreen in window and your fps are stuck at 60 ?

I explained that your fps are stuck for configurations reasons in my opinion.

In fullscreen: 60 fps (stuck)

Windowed fullscreen : 150+ fps
