    All Troubleshooting Fails

Maybe the mod who moved this thread the first time will let it alone ...

Somehow, and I really have no idea how, I was able to get this Dell All-in-One to boot from a W10 DVD and I got the normal W10 Choose an option screen. Unfortunately, nothing seems to work.
Troubleshoot/Reset This PC/Keep My Files/Windows 10/Reset gets me to 1% before There was a problem resetting your PC. No changes were made. My only option is Cancel.

Troubleshoot/Reset This PC/Remove everything/Windows 10/Reset/Just remove my files/Reset gets me to 2% before There was a problem resetting your PC. My only option is Cancel.

    Troubleshoot/Advanced Options/Startup Repair/Windows 10 yields Startup Repair couldn't repair your PC

Troubleshoot/Advanced Options/System Restore gives me No restore points have been created on your computer...

I then went on to Troubleshoot/Advanced Options/Command Prompt. It went through all 5 Stages of chkdsk /r /f without finding a single bad cluster. Rebooting gave me the same blue screen referenced in the original topic - Drivers and Hardware (How to Boot from a DVD)

    :)

    4) Are files backed up?
    5) Had a backup image been made using Macrium, Acronis or similar software?
    6) If you needed to would you be able to perform a clean install (delete partitions, format, make an unallocated drive, reinstall windows 10)
    7) What is the current operating system version and build?
    8) Were there any recent hardware or software changes?
    9) If there was a recent installation or upgrade what was done?

I don't know the specifics for the computer - it belongs to my parents. Go to How Do I Boot From a DVD - Dell AIO - Windows 10 Forums, and you'll know as much about the system specs as I do.

There was no information on the hardware.
What information is there on the operating system?
What do you see when you power on?
Can you launch a bootable windows 10 iso?
What is the answer to question 6?

    So unknown hardware and software?
Can you boot now and report what you see in the thread?
Then insert a bootable windows 10 iso and boot and then report whether you can or cannot open the windows advanced troubleshooting menu.
If you can open the windows advanced troubleshooting menu then the troubleshooting can begin.
If you needed to would you be able to perform a clean install (delete partitions, format, make an unallocated drive and install windows 10 version 1709) ?

Waited 15 minutes and there was no reply.

I would create a USB flash drive for a clean install of Windows 10 using the media creation tool you can download from Microsoft:
    Download Windows 10

You will need a 6 or 8 GB flash drive (or larger). I recommend just a simple, generic USB 2.0 or 3.0 flash drive from a brand name company such as SanDisk, Lexar, or Verbatim. You can usually get them on sale from an office supply store or Wal Mart for less than $10.

Then with the USB flash drive plugged into a USB port and no DVD in the drive, enter either the boot menu (F12) or UEFI setup (F2) and the flash drive should appear in the boot menus and/or boot priorities. At this point forget about all the repair this PC options. Just go into normal Windows install, select the custom install options, delete all the existing partitions on the hard drive, and do a clean install by highlighting the remaining large unallocated space on the drive after deleting the partitions and click next. When the computer reboots, if it reboots back into Windows setup from the USB flash drive, just remove it and reboot again.

What is the service tag number or the express service number for that Dell?

    Desktops

The Service Tag is a 7-character code, and the Express Service Tag is a 10 to 11-digit code that is a numeric version of the Service Tag. Both codes will probably be located on the back of the computer case, but can also be located on the top or side of the system. Dell uses these product identifiers to access information about your device’s specific tech specs and warranty so that we can provide personalized support options.

Desktop computer systems include these model names: Dimension, Inspiron, Optiplex, XPS, Vostro, Alienware, and Precision Workstation.

I used the service tag to determine that their computer is a W10 Dell All-In-One Inspiron 24 5488A. Using the W10 64-bit disc I have (which contains both Home & Pro), and after wasting lots of time trying to Reset (w/both keeping and not keeping personal data), Restore, and pretty much everything available through Troubleshooting, I ended up reinstalling the OS. All is okay now.
