Windows 10: Alt-Character Code is repeating after hitting the next keystroke - section symbols

I frequently use the al-character code for the section symbol § alt+0167. However, After I entered the code and hit another key e.g., the space key it automatically adds another § symbol. Why is that? How can I stop that?

Thanks Joseph,... That was helpful. However, I also notice that the vast majority of character/symbols do NOT have a coinciding keystroke (alt + numpad) ?? Is there a reason for that?

There is a U + code for all of them, but a tiny percent have an alt+ numpad code?

I can find other charts of ASCII and special-character codes on the web,.. but I wonder why the character map doesn't show them,.. except for a few?
