Windows 10: Android USB tethering issue

Hello, I have an issue with Android USB tethering on my Windows 10 laptop : despite the system detects the "NDIS" network device, ipconfig -all returns no value on default gateway. The most intriguing aspect of this issue is that it sometimes disappears, suggesting a cable issue, but I tested multiple cables on multiple connectors and the issue wasn't solved. When the issue is present, ADB doesn't work either, while it does work simultaneously with tethering when there's no issue. To finish, if I let the smartphone connected, I repeatedly hear the device disconnected then device connected system sound. Thanks

We appreciate the detailed reply. To continue troubleshooting, let's reset your Internet connection settings and cache. To reset your Internet connection, follow the steps below:

• Click Start.
• On the search bar, type Command Prompt and then right-click
  Command Prompt in the list.
• Select Run as Administrator, and then select Yes.
• At the command prompt, run the following commands in the listed order, and then check to see if that fixes your connection problem:
  • Type netsh winsock reset and press Enter.
  • Type netsh int ip reset and press Enter.
  • Type ipconfig /release and press Enter.
  • Type ipconfig /renew and press Enter.
  • Type ipconfig /flushdns and press Enter

USB tethering SP3 Win10 Android 4.4.2

Hello as the title says I'm having issues tethering my computer.

I have a SP3 running Win 10 Pro. My phone is a Galaxy S4mini(GT-I9195) running Android 4.4.2

I am able to start the tethering on my phone (more networks, Tethering and mobile hotspot, USB tethering). My computer then sees a network (Network 6) and says No Internet.
