Windows 10: Application error 0xc0000142 cant be fixed

So when I open certain applications such as Valorant, Valorant installer, league of legends installer and Spotify. Now you may be thinking just search it up on the internet search it up on YouTube I've done both. Either it wont work or I cant access the area I need to be to fix it for example I've tried to reset the app through settings and all my other settings will open but not the apps area. I've tried to update windows it will allow me to access the update tab but it will not let me update windows I'm currently on windows 10. I've tried to reset the pc completely from scratch It wont allo
