Windows 10: Application error, Event 1000 and DllRegisterServer was not found

Hello,
From Autodesk support I got answer:
This is not an Autodesk related issue, if you have an IT department have them take a look to search what can be causing this error. Windows 10 users have reported this issue & it is a Microsoft error that link has some suggestions like renaming the file.
So I would like to ask for help on this forum.
Let's start:
I have two problems:
1. First - AutoCAD app crash on startup:
Application Name: acad.exe
Application Version: 27.0.104.4
Application Timestamp: 0x5874cc83
Fault Module Name: KERNELBASE.dll
Fault Module Version: 10.0.16299.15
Fault Module Timestamp: 0x4736733c
Exception Code: 0xe06d7363
Exception Offset: 0x0000000000013fb8
Process ID: 0x2f4.
2. Second - I cannot register kernelbase.dll file.
I tried to register the kernalbase.dll and i received the following error:
The module 'KERNALBASE.dll' was loaded but the entry-point DllRegisterServer was not found. Make sure that 'KERNELBASE.dll' is a valid DLL or OCX file and then try again.

Please help me with those problems.
