Windows 10: Application Not Found Error

I can no longer open links since I get "application not found error". I have tried a number of things and now simply want to junk my laptop. What now?

Explorer.exe, Werfault.exe, RuntimeBroker.exe (application errors). start wont come up and application errors wont go
