Windows 10: Applied Rating Services BEX Error on Microsoft Surface

We have been having an issue with our Microsoft Surface devices (three of them). They are running Windows 10 v1803 x64. A tool within Applied Ratings Property Rater keeps crashing with a BEX error. It was working about a month ago and we have been struggling for the last few weeks trying to figure out what happened.


The issue does not occur on Windows 7 x64 or Windows 10 x64 v1803 desktops.

We have tried a different user login account on the Surface and in the program itself.

We have create a new blank client file and it still crashes.


The crash itself happens when we login to the Applied Rating program, pull up a client file then launch the Property Rating tool. When the drop down box for "City" is opened and we try to select "MINDEN" it causes the propwin.exe (the popup window) to crash and log an error. Everything else is clickable and works fine. If we select any other city it is fine. Only the word "MINDEN" and only on the Surface devices does this occur.



We have also tried running the main program CQRS.exe and propwin.exe in compatibiltiy mode with Win7. We also tried to switch DEP to "Except" mode and added every EXE in the Applied folder to the list. After rebooting it still crashes with BEX problems.


One of the Surface units we decided to try a Windows 10 reset on then reinstalled the program but it still crashes.


We have the program vendor trying to help as well but we are out of ideas. Is there anything else we can do?

# To resolve this problem, make sure that BITS and the Automatic Updates service are started..

A simple solution but one that works in most circumstances!

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.
