Windows 10: Ask Cortana box missing

Hello,
I run a windows 10 with the version 1903, so cortana has changed to a personal assistant which can remember thing and open programs tell me what's scheduled etc. There are 2 ways to communicate with cortana, with voice and by typing in the Ask Cortana box but the ask cortana box seems to be missing and the screnshot below to clear things:




Can someone please help?

Cheap Photo box that will get the job done

WEll i took on this project for PP hes a hardware reviewer and wants to get the professional looking pics for the Pc parts

Materials:

• Big cardboard box

• a razor

• white material 3 yards

• cone lights

• stapler

• medical tape

• pvc pipe about 6 inches longer than your box

• white paint any cheap finger paint would work

the project I'm guessing will cost me $30 if it works out properly
I will post pictures and step by step as i do it

 

Cortana Duplicated Notifucations

We suggest that you rebuild Cortana via PowerShell to restore any missing components on it that may cause the issue. Try it first on your laptop and check if the issue will persist. If the issue with the notification is resolved, you can mirror the same
steps on your Surface.

To rebuild Cortana, follow these steps:

• In the Search box, type PowerShell.
• Right-click on the result and select Run as administrator.
• Copy and paste the command below to the PowerShell tool and press Enter:
  
  • Get-AppxPackage | % { Add-AppxPackage -DisableDevelopmentMode -Register
    "$($_.InstallLocation)\AppxManifest.xml" -verbose }
• Once done, restart your device to apply the changes.

To assist you with your concern, have you tried to turn off " Cortana can give you suggestions, ideas, reminders, alerts and more." feature?

Follow these steps on how:

• Click the search bar.
• Click the gear icon.
• Under Settings, click the slider to turn off "Cortana can give you suggestions, ideas, reminders, alerts and more."
