Windows 10: ASPM disabled after update to 19037

I've searched high and low on the internet but can't get an answer. I updated windows to 19037 and ran an energy report. It is saying:



Platform Power Management CapabilitiesCI Express Active-State Power Management (ASPM) Disabled


PCI Express Active-State Power Management (ASPM) has been disabled due to a known incompatibility with the hardware in this computer.


Does anyone know how I can fix this? My laptop is a xiaomi mi air 2017, and they haven't released updated bios for 2 years so that route is not viable.

Original Surface - upgraded to Win 10 from 8.1.

Surface will not go into sleep mode.

powercfg /energy reports the following:

PCI Express Active-State Power Management (ASPM) has been disabled due to a known incompatibility with the hardware in this computer.

Please advise

diagnostics all pass apart from usb 5880 that cant be tested and usbe composite does not go to sleep.

anyone tell me how to work this!

Change the advanced power plan settings.

1. Right click at Windows Start menu icon and select Control Panel.
   
2. Set the View by to: Small icons.
   
3. Click on Power Option, then click on Change plan setting.
   
4. Select Changeadvanced power settings.
   
5. Scroll down and expand PCI Express and
   Link State Power Management
   
6. Change the option for both On battery
   and Plugged in to Maximum power savings.
   
7. Then click Ok.
