    This actually seems like something screwy between NVidia's latest drivers and the Fall Creator update. Was finally able to get in uninstalled the drivers completely. Turn the ability for Windows 10 to update device drivers off. Ran DDU and then reinstalled the drivers off a fresh download from Nvidia. At first it was still showing the scrambled picture. Rebooted and it seems like its fine for now.
