Windows 10: Automatic Repair failing to repair PC

My power went out as my computer was shutting down and ever since than I've been getting blue-screened at start-up. Automatic repair has consistently failed and I've been unable to reset my computer as well. At this point I'm not really sure what else to do.

Update:
Tried the Repair disk. Still back to "Your pc ran into a problem", "Preparing automatic repair" followed by Advanced Options which have been tried again.

Would anyone recommend:

• bootrec.exe /rebuildbcd
• bootrec.exe /fixmbr
• bootrec.exe /fixboot

Otherwise, I have a bootable Win PE file waiting to be burned on to USB key, as suggested by other Forum user, but unsure what to do with it when (or if) it boots up the laptop.

This issue might have occurred due to corrupted system files that are not letting the operating system to perform repair and boot to the desktop.

• Have you tried booting in
  Safe Mode? If not, we suggest that you try it. Check this article for information.
• What troubleshooting steps have you done so far? We need to know it for us to know what other troubleshooting steps to give.

Automatic Repair Loop

your concern?

As an initial step to get back into the normal Windows screen, we suggest that you perform a
Startup repair. The repair will attempt to fix any broken components/files which may prevent your device from booting properly. To do this, follow the steps below:

• On theAutomatic Repair screen, select Advanced options.
• Select Troubleshoot.
• Select Advanced options.
• Select Startup Repair.
