Windows 10: Bad Program

Hello everyone, a few days ago got a couple Windows 10 updates. Did not install any new programs or apps, Then this started, Error OneCoreCommonProxyStub.dll Error pretty much opening any program, that Microsoft had not participated in, Discord Star Wars the Old Republic Spy Bot Search and Destroy and many others, Just opening the program causes the error. I have tired serveral ways to DELETE this Bad DLL and all Associated DLL's to no avail. Unlocker nope some other Weird Says Free until you install it cost 20.00. Even on Rebooting the System the Error comes up, can't delete the Registry or much else, this is a VERY Invasive DLL. I use no Proxy nothing, A Firewall, of which should be private but won't allow me to set it to private, only public. This DLL set was Installed with the last Windows 10 Update I got last Tuesday. Before that Update I had not any errors like this ever.

list all the programs here that you know was good but is now bad

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
