Windows 10: Billing

I tried to use my paypal account for payment and I continue to get a error message. Is Microsoft billing down? This happens a lot. Any suggestions? I tried all the instructions and nothing is working.

• then click on the icon that says "Billing" and on the drop down click on "Contact Us".
