Windows 10: BITS service hase already been started

I bought a laptop with Windows 10 Pro S 64 bit and switched to Windows 10 Pro.
I then tried windows watered but I had the error "BITS service hase already been started". I took my laptop to service and I installed
Windows 10 Pro S again. After I took my laptop from service and I switched from windows 10 Pro S to windows 10 Pro again,
I found again to windows updating the same error "BITS service hase was already started / Pending Update: False", I gave some
commads prompt and I had the error "Initiating changes for package kb4483452.Target state is absent Client ID: DISM Package Manager Provider"and now (after the" Sysnative "forum help) I have the" IsPostback_RC_PendingUpdate / IsPostback: False "error.
The second occurrence of errors with BITS service (I belive) was caused by the fact that I changed my account from Microsoft to a new one when I switched for the second time to windows pro. I entered Microsoft Accont and I noticed with stupor that the laptop appeared both the old one email and the new email (I thought Microsoft automatically noticed that I had a new account ...). I have removed my laptop from the old account and left the leptop only on the new account but I have the same problem with BITS service and I have also noticed that the same problem with BITS service has already been started in Windows Store Apps.
I have many difficulties in using windows, many bugs, but the strangest thing is that CBS folder from Windows has disappeared, and in its place I have CBS temp folder ... What happened and if I have any possibility to repair windows? Did all of these problems arise because the laptop was present in the old account from Microsoft and at the same time in the new account from Microsoft?

Windows Update fails. BITS service will not start.

As per the issue description you are unable to start BITS service. The issue could be if you are not logged in as an Administrator or you don't have the admin permission.

If your computer is connected to any domain network then I would suggest you to

If it is not connected to any domain network then you may try the steps provided and see if it helps you to fix the issue.

Method 1

I would suggest you to check if you are able to access Windows Update services and also make sure that the following services are started. If it is not started follow the below mentioned steps:

a. Press Windows key + R, type "services.msc" (without quotes) in start run box and press
Enter.

b. Locate Windows Update service.

c. Right click on the Windows Update service and select
Properties.

d. In Start-up type, select Enable.

e. Click Start under Service status.

f. Click OK.

g. Repeat the steps c to f for the following services also:

Background Intelligent Transfer Service & Cryptographic Service.

If these steps do not help to resolve the issue, then you may proceed with the step mentioned below and check.

Method 2

Step by step instructions to get the issue fixed.



a) Press Windows key + X and select Command Prompt (Admin).



b) On the open Command Prompt window copy and paste
the commands (all at once)



net stop wuauserv

net stop cryptSvc



net stop bits

net stop msiserver

ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

ren C:\Windows\System32\catroot2 catroot2.old

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

c) Wait for the process to complete.



d) Close the Command Prompt.



Now, try to install Windows Updates again and check if it helps.

manually reset your Windows Update Components
by following these
troubleshooting steps:

• 
  Run
  Command Prompt as Administrator
  
• 
  Stop
  BITS, Cryptographic, MSI Installer and Windows Update Services. To do this,
  type the following command:
  
  • 
    Net stop wuauserv
    
  • 
    Net stop cryptSvc
    
  • 
    Net stop bits
    
  • 
    Net stop msiserver
    
• 
  Rename
  SoftwareDistribution
  and
  Catroot2
  folder. To do this, type the following commands:
  
  • 
    Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
    
  • 
    Ren C:\Windows\System32\catroot2 Catroot2.old
    
• 
  Restart
  BITS, Cryptographic, MSI Installer and Windows Update Services. To do this,
  type the following command:
  
  • 
    Net start wuauserv
    
  • 
    Net start cryptSvc
    
  • 
    Net start bits
    
  • 
    Net start msiserver
    
• 
  Restart
  your computer and try to
  install Windows Update.
