Windows 10: Black Screen after Log on

After log on I get black screen,I can get into task manager.Is there a way to restart computer in safe mode from task manager new task?

Just to verify, what changes have you made prior to getting this issue? Are you getting any error messages? What troubleshooting steps have you done so far?

Do you have a password at the login screen?

If yes, once you are there, click the power button.

It will bring up restart, sleep, or shutdown.

Before clicking restart
Hold the shift key.

While holding shift, click restart.

An advanced menu will come up.

Click troubleshoot
Click advanced options
Click startup settings
Click restart

When the system restarts, choose option 4 by tapping 4. That will allow you in safe mode
