Windows 10: Black Screen On Login, Task Manager Won't Appear

I've got a unique twist on the black screen of death that I can't fix. When I attempt to bring up task manager or switch user, nothing appears other than the cursor. The system also will not shut down or restart of its own volition; the power button has to be held. Furthermore I can't bring up the troubleshooting menu by pressing shift and selecting restart from power options, so i'm at a loss as to what to do.

Desktop Screen

The BIOS screen loads upon start up and the login screen, I am able to login but the desktop screen shows up black and no icons appear.

The task bar on the bottom disappears and reappears multiple times and nothing else happens. I can't touch anything on the task bar as a sandglass cursor appears.

CTRL + ALT + DEL opens options for the task manager which I can open the task manager, however under "Users" I have an open source called "Windows Error Reporting" I tried a system restore by opening the control panel via task manager but that didn't fix
the issue.

 

Blank screen after login and TM not opening

Hi, just did an update on windows 10 desk top. First the personal settings box up in corner would not go away. Powered off and on. Got login screen and was able to login but goes to blank/black screen. Do a CTL/ALT/DEL to open screen where Task manager
is but it won't open. Any help would be appreciated!
