Windows 10: Black screen with flickering taskbar Windows 10

I recently installed a new SSD on my ASUS laptop. To make my SSD as bootable i cloned my old HDD on to it using Kingston's cloning software.

Everything is good until I login. Then all i see is a black screen with flickering taskbar. Even task manager is not working. I used CTRL+ALT+DEL to open options where i can sign out.

The same problem persists on other accounts on the laptop as well.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

Screen flickering can be caused by hardware or application issue.

For all those people who face this error please find below the easiest solution for this error.

1. First of all click on the Catalyst Control Center.
   
2. Now click on ‘3D Application Settings’.
   
3. All you have to do is change the ‘Wait for Vertical Refresh’ option to ‘On, unless application specifies’.
