Windows 10: Blank blue screen after restart?

Sometimes when I restart, it leaves me on a blank blue screen with 'no signal' and it takes far too long to Start or doesn't restart at all

I have tried all of the options there, Which is why i included in my post the lists of things that i performed to isolate the cause of bsod. Thanks
