Windows 10: Block Windows Update downloading on WIn 10 Home?

Discus and support Block Windows Update downloading on WIn 10 Home? in Windows 10 Updates and Activation to solve the problem; Win 10 Home seems to ignore these settings -- after reboot, it still show full automatic updating.     ...and substituting components from Pro will no doubt be detected. A reliable outgoing firewall seems to be the necessary ingredient.

    I have to make my systems HIPAA compliant, anyway. Nothing can be sent to MS other than WAU. There's ongoing discussion on how to achieve this.

    Would you mind posting a like when you get things figured out, or find some resources on the subject? Several folks I know are going through the same thing with HIPPA compliance.
