Windows 10: Blue screen error 0xc000021a

I reset my network settings. Then my pc gets restart there shows the blue screen error 0xc000021a. I tried to reset the pc, startup repair. When I goes for resetting the pc, it completes upto 60 then says that there was a problem. Even I tried the system restore. But there says c drive doesnt have the system protection thats why I cant go forward. I tried bootrec /fixboot. But access is denied. Then I tried to fix the fixboot problem. But again access is denied.

Now I cant get access to the windows. What should I do now?
