Windows 10: Blue Screen of Death after Windows 10 Feature 1909 update

I've tried updating to Windows 10 update 1909 twice with the same results. It downloads the update, begins installing, then when it goes to restart, the update progress gets to 80%, it blue screens, then shuts down. When I restart it, it says there was a problem starting Windows, so I have to restart again, then it enters recovery mode and rolls back the update.


I thought maybe it was my Radeon RX460, so I removed that and tried the update again with the same result. What could be the problem?
