Windows 10: Blue screen that says "software updating do not turn off computer"

I am getting a blue screen that says "software updating do not turn off computer." A mouse arrow moves around the screen as well. Realizing that this is not a good thing, I turn off the computer as soon as possible by holding down the power button.I have tried a few things to clean up the computer but am unsure if anything addresses the issue.
