Windows 10: Blue Screen

I am in need of some help because I am stuck. I got an alienware laptop and the person that had it previous done a complete factory restore on it. When the computer boots up, it goes to a screen that says "Hi there, lets get some of the basics out of the way" and you select the language, time, keyboard, etc. After that it says "Wait just one moment" with the wheel turning at the bottom. It does that for about 3-5 minutes, then restarts and goes right back to the hi there screen. I went into F12 to check the hardware and such and it came back with everything looked great. After that I did all the advanced steps that the computer told me to do and I still can't get past the Hi there screen. Someone told me I could get a windows 10 media tool usb and plug it into the laptop then power it on and it should find the files that didn't copy correctly. I download the the windows 10 media tool onto my desktop PC. When it got to about 85% finished, my desktop went into a blue screen saying "a problem has been detected and windows has been shut down to prevent damage to your pc." It did this twice and I have no idea why I can't finish the download of the media tool. Any advice how to fix either problem?
