Windows 10: Blue windows logo with Black Screen

I get a Blue windows logo with Black Screen right after I turn on my pc. Sometimes the dots on the screen will freeze and Ill have to restart. After two reboots then my pc will go into windows. This boot takes way too long to boot please let me know how to fix this.

What is the meaning of a black screen with a blue microsoft logo in the middle? Stuck? Many things?

 

Black Screen, Blue Logo stuck

I went to boot up my computer, and it got stuck on the black screen with the blue logo. I restarted my computer and it still persisted. I have a Windows 8.1 installation disk if it helps.

This morning I tried to access my pc, I turned it on and the screen went black for around 2 minutes then a blue logo came up a windows one. So I waited and a blue screen came up with error!

Edit windows ran a automatic repair but still lead to a black screen.
