Windows 10: bluetooth not finding anything, except TV's

im using windows 10 home and im trying to use a wireless ps4 controller whenever i search for it through the "add bluetooth or other device" button i can't find it i can also find it on my phone so it's not the controllers fault, my drivers are all up to date and i have tried the troubleshooter/restarting, i've also noticed that the "bluetooth user service" service is stopped and i can't open it at all through task manager, and on services i can't find it, the rest of the bluetooth related services are started and are running

Bluetooth on a TV

I like to watch TV in the bedroom while the wife sleeps. Is there a way to use my Backbeat bluetooth headphones for the TV sound? Maybe with a 3.5mm jack bluetooth adapter or something (just an example)? Thanks for any help.
