Windows 10: Brand new computer Leaking heavy memory

Just built this computer maybe a month or two ago and specifically when operating windows taskbar or file management I will experience jumps to 100% memory and the computer will stutter and freeze until I turn it off and back on (sometimes it will return but will return to this stuttering for intervals for the most part) I have tried running malware bytes and no virus's are found disabling many window 10 memory leaking culprits please help idk what to do.
