Windows 10: BSOD Loop with "Your Hardware Settings have changed. Please Reboot..."

I had been getting the "Your hardware setting have changed. Please reboot your computer for these changes to take effect" message for a couple of days but today I am getting a BSOD shortly after Windows starts and this is looping. I built this desktop with AsRock B450M Pro4 motherboard and an AMD Ryzen 5 3400G (integrated Vega 11 graphics). Windows version 1909. I've attached a link to the Memory.dmp file. The minidump file was 0 kb. I booted into safe mode and ran V2 Log Collector. Please advise on the next step and thank you very much for taking a look at this.

Hello,
every time I restart my laptop, I get this annoying message:

" Your hardware settings have changed. Please reboot your computer for these changes to take effect !! "

no matter how many times I reboot.

What's the cause, is there a fix or only a clean reinstallation of Windows ?

• When exactly are you getting this?
