BSOD randomly appears with IRQL NOT LESS OR EQUAL

I want to update my last few day's activity.
First, I took my computer to pc expert. I explained all of my effort to solving problem since bsod started. (Test, what kind of bsod, etc).
Then he tested my computer with program name "OCCT" .
    1. CPU, CPU-LINPACK test was fine.
    2. GPU and PSU test was instantly ended just after test started.
    3. He tried to testing with another PSU to my computer then GPU, PSU test was started properly. (At least it was not ended instantly, didnt checked results)
    4. And he said it was PSU problem and it causes GPU related BSOD.
    5. Took my PSU to Micronics service center and replaced with another same one.
    6. Came back home and test with OCCT but GPU, PSU test instantly ended just like before replaced.
    7. BSOD (IRQL NOT LESS OR EQUAL mainly) still came up
    8. Images of OCCT test

So, I really confused and seriously consider to buying new PSU.
Is this really PSU compatibility issue on my system? Not convinced yet, but think it is.

There were 5 bugchecks in the latest zip and all were bugcheck A: IRQL not less or equal.
It the comments from the testing it seems you got the same result with replacement of the PSU.
Did the technician provide any calculations to indicate that 600 Volts was insufficient for the computer's requirements?
Did the technician use a meter to test the various voltages? Were they within thresholds?
    Was the graphics cards swapped?
Did this computer's graphics card work well in another computer? Were there no BSOD or were there BSOD in the other computer?
Did a replacement graphics card work well in this computer or did a replacement graphics card BSOD in this computer?
Were temperatures tested with each graphics card in each computer?
Were display artifacts evaluated for each graphics card?
Was freezing evaluated for each graphics card?
What were the stress test durations?

Were you given any of the above information from the technician or can you get it so it can be reviewed in the thread?
Did the technician use Windows driver verifier?

This is a summary of the bugcheck in the logs:
    113..............Video Dxgkrnl fatal error
    3B................System service exception
    C2................Bad pool caller
    139..............Kernal security check failure
D1 ..............Driver IRQL not less or equal
162 ............Kernel auto boost invalid lock release
A .................IRQL not less or equal
    19 ...............Bad pool header
    F7 ...............Driver overran stack buffer
    001 ............PEB is paged out
    9C ..............Machine check exception

    Sorry for late update.
    1. Got back my GTX970 from EMTEK. This time, they gave me another same model. Ran PC few days but still BSOD's exists.
    2. It was private repair shop and pc vendor. (many PC vendors and service center in that district) Thought it was easily figured out but didn't work. He didn't use any device you mentioned. (calculating, voltage check)
First, he thought problem cause by M/B or Ram. But I explained M/B is replaced one and Ram is recently tested in service center. Then he ran 'OCCT', test didn't even started, then says PSU is the problem. But as I posted, changed PSU but still got same situation.
    3. My mistake were didn't trying other GPU in my pc or my GPU to other pc when I visited, but 3GPU(GTX970, GTX1060, GTX970) are under same BSOD situation, so don't want to think they gave me all malfuncitoned GPUs to me.
    4. Recently, got bsods named IRQL NOT LESS OR EQUAL, VIDEO DXGKRNL FATAL ERROR. And here's latest dm log.DESKTOP-RDQMEF0-Fri_11_24_2017_132815_52.zip

The BSOD mini dumps were debugged.
There was 1 recurrent misbehaving hardware driver.
The Nvidia drivers have had multiple replacements with 3 different versions.
The latest BSOD was with version 23.21.13.8831 and this version had already produced BSOD.

Please find a friend, neighbor, relative or local computer store to swap the Nvidia graphics card.
Test the card in another computer > does it BSOD, freeze, have display artifacts or temperature problems?
Test another graphics card in the problematic computer > does it BSOD, freeze, have display artifacts or temperature problems?

    Hi superseo,

    A quick thought.
I doubt it's related to the GPU due to the inconsistency of the GPU involvement.

Replacement does not immediately rule out new hardware, as it can be faulty. However, with all the steps performed I think you want to focus on the CPU.
