Bypass OOBE screens for Panther based install of Windows 10 Pro

I need to prepare an OEM install for Windows 10 Pro version 1909 or 2004 for a flat panel industrial computer model. The computer will get put into a kiosk-like installation along with custom sensors and software. It will be used in a way that, under certain circumstances, the data collected could be considered protected health information. So things like cortana and timeline and all the telemetry for tracking, location, browsing, etc. have to be turned off by default. These settings have to be preapplied even if the end user uses the "reset windows" feature in control panel.

I've tried using <ProtectYourPC>3</ProtectYourPC> but it doesn't bypass that OOBE privacy screen and none of the settings are set to off or disabled. I need them to be all disabled or off by default, even if that screen appears in OOBE.

Our custom software provides it's own user security and doesn't rely on Windows logins for security. So OOBE should not ask the user for internet access or try to convince the user to get a Microsoft account. These machines will be used by companies, (such as health clubs or gyms), not individuals. but these companies do not typically have a domain environment. I'm trying to find a way to bypass all the OOBE screens that try to make an internet connect and try to convince the end user to get a Microsoft Account.

In additional machine should all start with a predefined local administrative and user account. So I added <UserAccounts>. But that isn't working either.

I have tried all the <Hide*> parameters in unattend.xml (other than the ones marked in WSIM as deprecated) but OOBE seems to be ignoring all of the settings and presenting those screens to the user anyway.

So, basically, it seems that everything in <component name="Microsoft-Windows-Shell-Setup"/> <OOBE> and <UserAccounts> are being ignored after sysprep generalize.

The source image I'm starting with is extracted from an official Windows 10 Pro OEM DVD.

    What am I missing?

    :)

  2. Clean Windows 10 (?PRO?) install

I have bought a legit "Windows 10 Pro" key of a key website. It is legit since i'm currently using it for over a year now. I currently have Windows 10 Pro installed on my PC and I want to do a clean install. I just can't find the windows 10 Pro download in the tool. But if i could use a windows 10 pro key with a normal windows 10 install, I'll be good to go.

Bypass OOBE screens for Panther based install of Windows 10 Pro

    Clean Windows 10 (?PRO?) install

As far as I am aware there is no Windows 10 Pro version.
But I'd be happy to be wrong.
