Windows 10: Camera Gives trouble

HiI have a Dell laptop with 4 GB RAM and has Window 11 home, single language, version 22H2 OS 22621.1194 and 64 bit OS, x-64 based processor. It was purchased with Windows 10 OS but later was automatically updated to Windows 11.While meeting on Zoom, the camera starts flickering after some time. The problem continues even after uninstalling the camera in "device manager" and restarting the PC. On restarting PC and Zoom, I see a flicker of camera light and then nothing. If I type 'camera' in search box and click the app, I see an error notification "the camera is being used by another app" wi

While meeting on Zoom, the camera starts flickering after some time. The problem continues even after uninstalling the camera in "device manager" and restarting the PC. On restarting PC and Zoom, I see a flicker of camera light and then nothing. If I type 'camera' in search box and click the app, I see an error notification "the camera is being used by another app" with some error code. Surprisingly, after many attempts of uninstalling and restarting, the camera starts working some times and other times it gives trouble again.

Has this behaviour of camera to do with number of participants in Zoom meeting? I heard that many users of windows 11 are facing this problem. What can be wrong and how do I correct it?

settings to see if the camera access is turned on. Kindly follow the steps below to check the camera privacy settings:

• Press the Windows key + I to open the Settings app.
• Near the top of the Settings app window is the search box, kindly type the word "webcam" or "camera".
• From the list of results choose Camera privacy settings.
• Make sure that "Let apps use my camera" toggle is set to On.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
