Windows 10: Can a sync program sync external HDD to external HDD?

I keep all important data on external HDD and periodically wish to synchronize this dats with another external HDD. Is this at all possible especially because drive letters themselves change depending on the PC/laptop that you attach them to and the order in which you attach them?

Looking for advice on a sync program that can manage this if at all or any any hints or workarounds on this issue

How to setup sync between external HDD and Laptop

I would like to setup sync between external HDD and Laptop either manually or automatically to have backup.

I am using Windows 10 Home. Could you please suggest suitable resolutions?

 

syncing files with external drive.

I've just "discovered" a Microsoft Software Sync Toy (you can find it ---https://www.microsoft.com/en-us/download/details.aspx?id=15155) . If you ready have the "briefcase" file on your external HDD, you can make a copy on the same HDD, rename it, delete
the contents and use it to sync other files. It's a work around but it looks like it works. Copying the "briefcase" seems like it also copies it's sync features.

after installing windows 10... the sync file with external HDD feature has disappeared. Am I missing somethiong or has there been a downgrade from windows 7?
