Windows 10: Can deficient "Users" group permisions cause backup error (0x80070013) saying "media is...

I had found an "answer" referring back to Windows Vista titled "When I tried to backup my files, I recieved an error (0x80070013) saying that media is write protected". But the delivery style is a bit murky (ok, THAT is an understatement!), such that I'm not sure what I had read.


When looking at my portable backup drive root directory/folder, a unit which is attached to a freshly feature updated Windows 10-1809 box, I found that the Users group had Read & Execute, List Folder Contents, and Read permissions, but did NOT have Write permission. I normally use my computer in a Standard user account, which I think means my permissions level is covered by the Users group permissions. So, since the Backup & Restore app seems to be running in a Standard user context when I am in my "everyday use" account (I do not recall ever seeing a request for elevation when I manually invoke Backup & Restore in my usual account), is this why I keep getting such an error?


Though, if it IS doing that, it doesn't make sense, because I then tried, in the course of troubleshooting, logging into my Administrator account to manually run Backup and Restore there. The operation seemed to go ok, but ended with the same error. It does not immediately bomb out...it runs for nearly a 3/4 of an hour, as near as I can tell, before throwing its digital hands up complaining "I can't WRITE!" What am I missing when trying to understand the previously mentioned "answer"? I am the owner, though the Owner group is not explicitly present in the group permissions. The groups I do see for the portable backup drive are: Everyone, Authenticated Users, SYSTEM, Administrators [local], and Users [local]. All these groups, EXCEPT for Users, have Write permission. I have no problem "restoring" files from the drive, just in making fresh backups since the Windows 10-1809 feature update.

I get to Properties, but there is no Policies tab.

And nothing that looks like 'Write caching and Safe Removal', select 'Optimize for performance'.

The error happened at almost the end of backup. I used some dvd -rw and dvd +rw to create system image, but no matter which kind of dvd I used, the error was always ----

Therefore I have no ideal how to fix this problem. In addition, I checked the dvds I used, they are ok and the system I am using is windows 10 32-bit.

Can someone answer my question?

Everytime when updating Windows 10, updating failed error (0x80070013). How can I fix this? Thank you in advance.
