Can I grant domain users access to printer properites

I would like to (GPO prefered) allow my domain users to change properties of the locally (not AD installed) printers. Basically any user needs to be able to change their default try, set deparment print ID number, color/bw settings ect. Right now the domain users are just plain "users" on the local machines.

    :)

SFC scan and CBS.log show DIRSD OWNER WARNING and Duplicate ownership for directory

Apparently SFC attempts to access the drives uising the "Administrative shares" (alias "C$") in order to bypass other sandboxing layers in the normal user environment.

The C: drive may be shared with full control to the local "Administrators" group, or just to the local "System" user. If the PC was installed in a domain, you may grant full access also to the domain's administrator via this adminisrative share.

DON'T share this drive to everyone !

Note that you cannot explicitly grant full control to the "TrustedInstaller" user (this user account does not exist on the system, it is only known by its UID, but it is the "owner" of original/unmodified files/folders of the system, until those files/folders
need other permissions (in which case they may be given ownership to another account such as the builtin "System" account, and then by granting permissions for the local "Administrator" (name may vary by language), or the local group "Administrators".

  3. Printing only works for Administrator

I have two users on a PC, an Administrator account and a local user account.

Unfortunately printing only works for the Administrator account. The printer in use is the HP Officejet 4580.

What can not be the issue / what I have tried so far:

    • The local user account has access to use the printer.
    • The drivers are the newest directly from the HP website.
    • Granted full access rights to the TEMP directory
    • Tried to grant full access rights to /Windows/System32/spool (Windows prompts an error for some folders like /drivers even when the spool service is stopped).
    • Reinstalled the printer completely

    What I have noticed:

    • Printing works if the application is run as Administrator
    • When setting to send prints directly to the printer without spooling then it works, but only until the PC is restarted. After restarting the PC all that is printed is a blank page.

I've tried basically everything that can be found on the Internet to this topic and am hoping to find help here after nothing else helped.
