Windows 10: Can I have zoom or scaling like 1080p on a 1366*768p display?

So I have a laptop that has a 1080p display, and am using it on 100% scaling rather than the default 125%, and I like the scaling on my laptop that way, this gives me to room to fit wayy more on the display, I would love to have the same scaling on my desktop, because that is a superior performing one and my main computer... this feels crammed and I don't have any plans to upgrade the display... Please suggest me a method to achieve this :

Fix for blurry non-scaled secondary displays where primary is scaled

As you'll be aware if you have this problem, if you have a UHD display and a 1080p display and have no scaling, both displays are crisp. But the UHD display is difficult to use because everything is so small.

Setting the scaling to 200% on a primary UHD display makes it much more usable, but results in the secondary 1080p display becoming blurry, even though the sizes of objects on that display haven't changed.

I've just updated to the latest build (10586.36) but the problem still exists. Is this bug ever going to be fixed? I've seen it reported before, but the responses seem to suggest that it's a nofix issue, and I'm not really happy with that...

Dual Monitor Setup issues - 4k and 1080p combination

The issue is worse than it seems at first. I have a 4k display (200%) scaling and a 1080p display (100% scaling) and even office apps look blurry on the 1080p display. If I unplug the 4k display and reboot the problem goes away. I believe the problem is
present on all apps and is a system issue. It's been suggested that to get the 100% scaling everything on both monitors is generated at 200% and then the part on the 1080p display is downsampled to 100%, resulting in the poor quality.

As it is Windows 10 is almost unusable with a very different DPI dual monitor setup.

 

Display Resolution and Scale are correct, Looks zoomed in

I've checked the display resolution and the scale in the display settings of my PC and on my graphics card, the resolution matches my monitor, 1280 by 800, and the scale is set to only 100%, however the display is cutting off alot of the screen near the edges, it all looks zoomed in. I've checked and my monitor settings don't have anything to fix this, and I only have one monitor connected.
