Windows 10: Can I install Windows 10 pro Volume license on new DOS Pc ?

I have a query regarding Windows 10 pro Volume license installation on new DOS Pc ? as I have heard that, to install windows 10 pro on DOS pc it requires OEM version. I want to go with Volume license not OEM.

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

Can someone confirm the following licensing questions:

1) Microsoft Windows 10 Professional Volume License Part number: FQC-09478

2) This volume license will entitle us to downgrade and install Windows 8 or Windows 7 Pro

3) This license will entitle us to install Windows 10/8/7 Pro operating system on any barebone PC, it is NOT tied to one PC like OEM license

4) If a PC crashes due to hardware issue, can we transfer or use the license to install Windows 10/8/7 Pro OS on the new PC ? If not, is there any way re-use the license to a new device?
